The Singaporean-German Chamber of Industry and Commerce was pleased to host a Breakfast Briefing on the COMPASS Framework, which was introduced by Singapore's Ministry of Manpower in 2022 for Employment Pass (EP) applications. 
 
Our guest speaker, Dr Maximilian Kressner, Senior Associate/Attorney-at-Law from Luther Singapore, provided SGC members with an overview of the latest changes and exemptions that would take effect on new EP applications from 1 September 2023, and EP renewals from September 2024. Members engaged with Dr Kressner in a Q&A session that was moderated by Eckart E. Jensen, Co-chairperson of the SGC HR and Inclusion Committee.
 
Dr Kressner’s presentation helped explain the purpose and structure of the COMPASS framework and some of its tools designed to aid with a company’s workforce planning. One of the key takeaways from the briefing was the points-based system that EP applications will be scored based on:
◾ four foundational criteria (income level, academic achievements, diversity of nationalities within the organisation and the company's commitment to support local employment) and 
◾ two additional benchmarks (Skills Bonus – Shortage Occupation List, and Strategic Economic Priorities Bonus) 
 
Another takeaway from this briefing was that employers will need to provide third-party verification for candidates holding a Diploma or higher certification from 1 Sept 2023 onwards. This verification contributes to the COMPASS score of the EP applicant and would determine if he or she is awarded the work pass.
